Root Cellar in Basement Building Instructions

Some do have basements. Some have storm shelters, some have root cellars and most all of them are in the tornado ally areas but rarely beyond that. We don't have massive snow storms. Most of our issues are flooding. You do not want to be in and underground basement during a flood. Snow packs, water doesn't.
