Yep we dropped them on civilian targets. Civilian targets that were relatively untouched by bombing campaigns. Cities that were still war manufacturing centers. We fire-bombed Tokyo in May of '45, so there wasn't anything left to bomb, and who wants to waste a perfectly good A-bomb on a torched city.

Hiroshima and Nagasaki had cotage industry. They manufactured war materials in their homes and garages. If you don't want them to be targets, then don't have your civilians manufacture implements of war in their homes.
